I want to use powerclient's service. I don't have any hosting plan, so please suggest me the best hosting service and how to configure it for power client testing.

'best' is very subjective 

Is it important to have your hosting service somewhat close to where you work?  It will generally be faster.  

Is cost important to you?  How about service/technical support?

 

Having said that, you should probably look at Microsoft Azure and amazon AWS as options since they have a lot of data centers all over the world and both provide a free trial period.

You don't have to have a hosting plan to test it out.  Just deploy on a local machine in your LAN. 

Keep in mind that PowerClient is not PowerServer.  If you want your database to be hosted over Internet then you should use PowerServer instead of PowerClient.

How to configure Web server you should refer to the documentation of whatever Web server you use.  After your Web server is configured, follow the installation guide of PowerBuilder to install PowerClient.

Keep in mind that PowerClient is currently in beta so the documentation is not complete.  So maybe it is best you wait for the final release.

I just want to deploy my client-server app to Web server using powerclient ftp and from there install cs app to local computer. Is it possible ?

yes. it doesn't matter where the web server is hosted (local or internet).
