Where do I get pre-requisite for PB 2019 R3 runtime to be installed on any client machine for PB application. Do have any official page for this information?

Do you mean which DLLs to copy or what is Windows OS version requirements?

You can also find this information in the PB Help (F1 from within the PB IDE) and look for the topic named "runtime files".

Also, one can use RuntimePackager, create file, install in one machine, and get the list of files that's installed by RunTimePackager.

Or use PowerClient (new deployment option in PB 2019 R3 and newer) and it handles everything for you: https://www.appeon.com/products/power-client
