My client is using Insurance Brokerage system designed in PowerBuilder 9. The system was developed and implement in 2009 and is in use for over a decade. Due to new regulation in Saudi Arabia my client is required to incorporate QR Code on their invoices. Is there any way I can create QR code in PowerBuilder 9 as I have seen for QR Code the perquisite is PowerBuilder 12 or APPEON PowerBuilder 2017.

I would suggest updating the version of PowerBuilder to something that isn't 20 years old if possible.

I've demonstrated a couple of different ways that would require some of the newer PowerBuilder features, including calling a web service (referenced in this articile):

If you upgrade PowerBuilder to a newer version, strings will be Unicode which will probably be helpful with Arabic text.

I. I think one way might be to use a third party ActiveX.

Maybe this one would be an option, but I haven't used it myself: https://www.barcodetools.com/barcode-activex/qrcode-barcode/qrcode-barcode-overview.html It's like $ 180 per developer (one license should be enought?) and it allows you to distribute 10000 copies when installing your applications.

Maybe there's others out there.

II. I don't know what it is that you have to do exactly, but here's another thing that comes to my mind: Use a QR Code - font.
