I want to design something similar to this in regards to the blur theme while having a gradient color as you can see? Is it possible to do so within theme.json, or some how in Powerbuilder? If so then where can I go to create such a blur theme?

Or alternatively, simply use a Picture control on the window and assign a gradient image  to it.

Create a blank external DW and place it on the window to cover the area as desired.

DataWindow > Properties > Background > Brush Mode > Radial Gradient (5)

Play with Color and Gradient.Color attributes mostly.

Also try playing with other attributes until it is to your liking.

Attribute values can also be set at runtime.

For the background of a window, am I able to also do this style of gradient?

No, Gradients are supported only by datawindows. So, you have to size the DW to cover the entire area of the window where you want the gradient to appear.

  FYI: The gradient feature was added to the DataWindow in PB 11.5. Try this to achieve your requirement. HTH

What if I kept a simple white background and then I added some gradient colors as shown in the image for the background window (not for datawindows), is this possible?

This is not natively supported by the Window class, only the DW object within a DW control.
