Resolved connection to oracle

I have a problem connecting to the Oracle database 12. Version PB 2019.R3.
Error: ORA-01035 ORACLE not available to users with RESTRICTED SESSION privilege.

What Benjamin said.

Your DBA should always let people know when the database will be in restricted mode. Perhaps establishing some kind of protocol will prevent this from occuring in the future.

The wording of ORA-01035 should be "ORACLE only available to users with RESTRICTED SESSION privilege" and this happens when the database is in restricted mode and you're trying to connect with a user that is not a database administrator. From what I've read, Oracle needs to be restarted in unrestricted mode to allow connections from standard users.
