I migrated the source code from PB12.5 to PB2017. Now when i am trying to check in the code its failing. Its failing because SVN considers there is no change in the files. If i open a window in painter and do some change like a space or comment in any of the event  and then check in, it works. But its time consuming to do so. Is there any other method to force check in?

Just FYI, PB 2017 R2 provides native interface to SVN and Git.

Really nothing changed in the source code, only the compiled version of the objects in the PBL are different. So your source control system is working correctly.
