Some of rows and columns are getting blurred data on window after upgrading PowerBuilder application from version 2017 R2 to 2019 R3.

After PowerBuilder Upgrade, issue with the displaying data on window, when we run the application on the citrix workspace application.

 when we running the application on development machine it is working as expected and all data on the window is crisp and clear.

Did any faced similar issue ?

 Please help for the resolution if anyone is having or know the reason of this issue.

That looks like compression artifacts to me, which can happen with app virtualization. I'm pretty sure this is not a PB issue. Try adjusting the options of your citrix environment.
