Powerserver included in PB 2021 and later version is a totally different product. It won't create a web application. It allows you to create a cloud application. If you are not aware of this change, take a look to the following link: PowerServer deployment - - What's New (appeon.com). Also have in mind that new powerserver doesn't support mobile and can run only in windows. Finally you should investigate what happens with licenses as I believe that new powerserver requires to buy new licenses (you cannot upgrade those you had for Powerserver 2020 but you should clarify that point by asking appeon staff).

In long term, upgrading will be "required"...

Powerbuilder 2019 R3 (and Powerserver Web) are not supported in windows 11. You may be able to make it work, but if you encounter any issue you won't get support except if you can reproduce it to windows 10. Also be aware that PowerServer 2020 is obsolete and has a End of Mainstream Maintenance date set to 22/01/2026.
