Does App Launcher generate any log where we can see what it is unable to download or what error is being generated?"

Thank you for that updated information on this issue. I am assuming then that all works well using your local DEV PC.
For the Cloud location and the use of the Apache Server, this issue could be because ...
1) You did not sign the Cloud App Launcher before deploying it to Apache.
2) You did not sign the PC App EXE before deploying it to Apache
3) Your network might require HTTPS vs HTTP in order to allow this
4) There might be network restrictions on downloading Web Server Apps at your organization
5) There might be Windows "Policy" restrictions on downloading Web Server Apps at your organization
6) This could be firewall and / or proxy server restrictions
7) What did the Apache web server logs indicate?
8) Did you check the AV logs for blocking issues?
The above would be my suggested places to look for this issue. HTH
