Resolved Powerbuilder without internet connection

I need to install PowerBuilder 2017 on a computer that has a network connection, but the internet connection is blocked (and cannot be unblocked). Is there a way to achieve this?

  You have two choices, as follows:

1) Have your network people allow access to the following ...

Protocol: HTTPS
Port: 443
Domain: api.appeon.com and api2.appeon.com

- OR -

2) Use an off-line license
