"Please Connect as a PowerBuilder Catalog Owner. This is necessary for the initial connection to Oracle to GRANT privileges on the repository."
Kindly advise how to resolve this issue

Set username and password for the catalog table owner (specified at "System" tab) on the "Connection" tab and connect to the database.

For example: For an Oracle DB the catalog owner is SYSTEM. So simple use Login-ID SYSTEM and its password in the "Connection" settings to connect to the database. 

If you don't want to use the default catalog owner you can specify another one you have access to.

Once the tables are created you can switch back to the connection settings you want to use.

Powerbuilder need five tables (PBCATxxx) for its extendended attributes. You can specify the catalog table owner in the database profile settings on the "System" tab.

You need to connect once with this catalog table owner with PB so it can create this tables.
