When in the new 2019 R3 version you run the "runtime packager", right under on the window PBDOM is listed as "obsolete".

Is that really true and if so, what replaces it?

It is not listed in the documentation as obsolete: https://docs.appeon.com/pb2019r3/whats_new/Obsolete_features.html

So this might be a silly mistake in the runtime packager.

I don't think appeondom was written by Appeon. Maybe check with Marco.

Just found it in my email, and yes it was from Marco. It looks like he did make some mods to work in PowerServer (and PB).

Once PowerServer 2021 is released there is no longer the need for these workarounds because basically all features are supported.
