You'll have to migrate to PowerBuilder 2022 to get official support for Windows Server 2022.

For PB 2019 R3 the following versions of windows server are supported (runtime only):
- Windows Server 2019
- Windows Server 2016
- Windows Server 2012 R2
As a result you don't have support for Windows 2022.

What is Windows 2022?
PB 2019 is supported for Windows 10. There is no official support for Windows 11 for this version.
