try this
1- before execute Powebuilder, change properties to "run as administrator" 
2- is windows 10 or 11 ?  up to top in upgrades ? has memory free enought ? (check all this request)
3- i had the same problem in migration from 2017 to 2021, and it was one datawindow, cause to crash when migrate it. You said crash with pbautobuild, but crashed migration from ide too ? (Arthur) 
I had record screen while migration process it was executed and  i saw the problem  was one datawindow, this datawindow was auto-generated for the program, i delete it, and dont crash again. Try to record output window from ide the migration process to see later where the problem is.
4- after that, some times crash too in migration (new release), but did it again and works fine

I suggest that you check the documentation on the upgrade to PB 2022: https://docs.appeon.com/pb/upgrading_pb_apps/index.html

I can see where the issue is from the Windows log. You can use PB AutoBuild 220 to merge the code and use the AutoBuild /l option to output the log. And then see if you can find any important clues from the log detail.

we had a similar problem when moving from PB 2021 to PB 2022. PBAutoBuild started crashing when building an application in different places, depending on the PC it builds. As we're not allowed showing the code outside our customers company we looked around for a quick solution and gave PowerGen by E. Crane a try. I think it's around for 20+ years. 

This worked fine out of the box and with the support from them we managed to optimize and speed up our build process using GitLab runner features for caching PBLs and PowerGen features like synchronize PBLs.

  Right after the App migration, the IDE does a full build. Did that work OK?

   Also, did you optimize all your PBLs right after migrating as well?
