The new 'No PBL' mode option is at what level? Target, Workspace?

Yes it is but, with a few restrictions. For example no M-Code compilation allowed.under the "solution" type.

Not supporting SCC API will prevent many people from using solution mode. Changing source control providers is a major inconvenience. Object history is lost from within the IDE among other things.

That is a very good point & real consideration Roland. I know of many shops that are still using legacy SCM software just because of that aspect.
