Adding beyond trust right on these apps and the users using it solved this issue for us.

Hi Reema;

1)  Did you try deploying the PB 2017Rx run-time via the PB Packager utility instead of manually copying the DLL's?

2) Also, if you do not have the VS C++ run-time libraries installed on your target PC's - you need to also copy the MSVxx100.dll files to the deployment folder as well.

1. The problem only occurs on Windows 10 machine. Application runs fine on Windows 7 (both PB 12.6 and PB 2017).

    Windows 10 

    Normal User - PB 12.6 apps runs fine

    Elevated Rights - PB 12.6 app runs fine

    Normal User - PB 2017 app fails

    Elevated Rights - PB 2017 app runs fine

    Windows 7

    Normal User - PB 12.6 apps runs fine

2. I will check UAC on Windows 10 as it requires admin rights.

3. I will check for anti-virus and Active directry policy

4. Manifest not included for App's EXE

Project Painter => Security tab => Generate Options: No Manifest - YES

Execution Level:  As Invoker - YES

All access to protected System UI:  OFF  -YES

1. Does the same problem occur if you run your app on a different machine? Does it occur also on Windows 7?
2. Is UAC enabled on your machine? If yes, please disable it and then try again and see if it works.
3. Is it possible that ananti-virus or Active Directory policy that stopped the App？
4.  Did you include a manifest when you create the App's EXE ...?

(Project Painter => Security tab =>    Generate Options: No Manifest   Execution Level:  As Invoker   All access to protected System UI:  OFF )If yes, Can you  try checking the "Windows Classic Style" and resetting the "Generate Options" to no manifest just as a quick test?

This is PB 2017 R3 Build 1858

Database is IBM DB2. DB2 driver used is version 11

What release/build of PB 2017? What database are you using?

I see this error in the event viewer on windows 10
