cloudinstaller download error:  

HTTP Error 404.2 - Not Found: The page you are requesting cannot be served because of the ISAPI and CGI Restriction list settings on the Web server.

This can occur if IIS has the exe file types mapped to CgiModule.  Under handler mappings for the CloudAppPublisher IIS site, you want to select handler mappings and edit the *.exe path to see if it is setup as a CGIModule instead of static file.  static file module means it will be downloaded.  Reassign exe to the static file module and see if that has any effect.   

Also check that access level in the restriction settings button is set to read; if it is set to CGIModule then it probably was set to execute which is not required.
