I just downloaded the PB 2019 Beta1 using the non-Appeon link.
PWRBLDR-2018BETA-1960-STD-EN.zip"
The file being downloaded is titled "

Is that a mislabeled file or is this actually the 2018 Beta?

Yes, this is the correct file to download for beta #1.  We did not have the time to rename the everything to 2019.  When the product is officially released in the Spring it will say 2019.  This is explained in the "Known Issues" section of the Release Bulletin: https://www.appeon.com/support/documents/appeon_online_help/pb2018/release_bulletin_for_pb/known_issues.html

And just FYI, the new features of this beta are listed in the New Features doc: https://www.appeon.com/support/documents/appeon_online_help/pb2018/whats_new/index.html
