I loaded PB on a desktop when it originally came out and registered without any issue.

 

Now I have loaded it on my laptop and try to register and I get a 'You are already logged in' message when I provide my email and password on the registration window.

My desktop is shutdown so it is certainly not running PB.

Ideas?

You might have to log out on your other machine before shutting it down. I had this issue. I just went into the control panel on the Appeon site and forced a logout from there.

Your desktop or any other computer stays logged in as long as you don't actively log out (closing PB2017 does not log out)



Brad's answer is correct, you can go on the Appeon website under License Management > PowerBuilder IDE > Logout User (not Release User because then you have to re-Assign the user again, speaking from experience here )
