UTF-8 encoding not working in PB for JSON results

I have a JSON result set that looks like the following.

Please note the filename on the second record.  Apparently it is UTF-8 encoding.  Also in a text editor it shows the name as 'Jimâ??s paystub SBA dues highlighted.jpg' with the ? inside the boxes above.

When I use

s_s3_files.filename[i] = json_files.getitemstring(ll_objectitem,'fileName')

to get the file name into an array it is encoded in Unicode, that is what all my research says.  See the image attached to show what it looks like in PB.

How do I fix this because all the code examples I see, including from AI do not work!  I tried the reading it into a blob, encoding it etc. etc.
