userconfig.json can this be modified? why is there no option to deploy it in the project?

I need to store some configuration info that will be used by PS to get azure keyvault settings.

i would think that userconfig.json would be the config file that is always deployed and that it is for the developers to do what they want with it? 

However, the help says:  "Note: For any setting that is NOT specified in the following table, please DO NOT modify it."

it does have some things like the license in it, so i guess that makes sense.  It would be cool to have one that is 100% for a developer rather than what appears to be a shared one - less confusing.

It does not say that i can add my own config data to the json either?  

The PS project's deploy tab does NOT have userconfig json as an option to deploy or not, i assume then it is always deployed?
