PB22 R3 Devops push restores to base form of pbls

Hi Appeon, 

We are experiencing a weird phenomenon when using devops and powerbuilder 22 R3. 

Our applications were written on pb12.5 and then migrated to PB22 R3 and we created individual pbl for each modules on the system. 

For example, we have Sales Module with Sales Monitoring and Sales Report inside. We separate these 2 sales monitoring/reports as 2 different modules for easier enhancing.

So the issue now is that when we have committed and pushed the changes there are times that what we pull is the base form of the pbls. In short when we pull, we dont have sales Monitoring and sales report pbls but rather 1 sales module with the 2 modules inside. 

To fix that we do refresh from IDE and it restores the pbls but the changes we do on those modules doesnt take effects. 

What might be the issue for that?
