We have a developer who's left and we need to remove his old PB license so that a new developer can use it on a new machine.  I have tried the steps in this article but have not been able to release the license https://blogs.sap.com/2016/11/28/how-to-forcibly-return-a-license-for-powerbuilder-infomaker/ but still getting the following:

That example assumes that the SYSAM server is hosted on a device that is NOT the VM/PC/platform on which InfoMaker is installed.

That's a bad assumption since most installations that used the Remote Desktop Connection are required to have the SYSAM server on the same device.

Go through the SAP License Management service to free up that license. The attachment shows you the steps to accomplish this.

If you do not know your login, contact SAP support. If they try and fob you off, stick to your guns and insist they help.
