Sir,

I Have a c# dll to read a smart card. wich provided by UAE Govt to access their national ID and they are providing C#, Java dll to do the same. Anybody can advice me ?.

Michael is correct: the source of the DLL >>> SHOULD <<< be the source of your documentation. If the source is not the vendor, then seek the vendor and get the appropriate documentation from them.

I think the UAE Govt. should be able to give some documentation about how to use their DLL?

If not you might try to disassemble it using "Jetbrains dotpeek" which is free and see in Visual Studio which public functions are available.

Just guessing here, maybe there's a soap or restful api that you can use?
