A customer of ours just had the same issue today, and had to download the 1.5GB Install Package and reinstall everything to install  just the PS Toolkit... So thank you for the workaround, but do you have any idea regarding why this issue is happening with the online installer only? Will you fix it anytime soon - or at least warn your customers about it?
Thank you

Actually the workaround (that is: using the "offline" installation) works, so the customer solved the issue.

Anyway, I'll ask him to open a ticket.

Do you have admin rights and did you run the installer using the “run as admin” option?

It doesn't appear to me that you are doing anything wrong. Please open a support ticket. We may need to do a Web meeting with you to troubleshoot this.
