RichTextEdit control saving to PDF stopped working on some computers

Operating System: Windows 11

PowerBuilder Runtime Version: 25.0.0.3726, 25.0.0.3711

Control:  RichTextEdit (Built-in TX Text Control ActiveX)

Method Called: SaveDocument, SaveDocumentAsPDF

Deployment Method: Client Server, PowerServer

Issue:  RichTextEdit control saving to PDF stopped working on some computers.

We use the RichTextEdit control for form letters to send to our customers.  When we try to save the form letter as a PDF the file is created but with Zero bytes.  We can save letters as a PDF in the IDE but when we deploy the EXE the letters do not save.  Up until last week this functionality worked just fine through the EXE and PowerServer.  Our network admins deployed a bunch of updates and now on some computers the saving to PDF does not work.  We have made sure that the PowerBuilder deployment DLL’s are correct.  We tried copying the deployment directory from a computer that works to one that does not work.  On a computer where the PDF does not work using the exe, the PowerServer version works.

We have verified that the following runtime files have been deployed and are the correct version:

AtlAuxiliary.dll, pbtxtext.dll, pbrtc.dll, mfc140u.dll, tx4ole32.ocx, tx32.dll, tx32_css.dll, tx32_doc.dll, tx32_dox.dll, tx32_htm.dll, tx32_ic.dll, tx32_obj.dll, tx32_pdf.dll, tx32_rtf.dll, tx32_tls.dll, tx32_wnd.dll, tx32_xlx.dll, tx32_xml.dll, pdflib.dll, vcruntime140.dll, vcruntime140_1.dll

At this point the only thing we can think of is there are runtime files (Windows, .Net, etc) that were updated.  Does anyone know what other runtime files or system dependent settings that need to be set?  

Any help / ideas will be greatly appreciated.
