Resolved PowerBuilder IDE closing after adding a workspace or target

Hello.  We are trying to set up a new developer and the PowerBuilder IDE closes after we try to add a workspace or target.  We have installed PowerBuilder 2022 R3 and the dev has an Appeon login and has been assigned a license and is logged in.  He is connected to a valid database.  When he tries to open an existing workspace, the program closes without showing an error.  The workspace is a copy of the one I currently use and it has a valid target.

When he reopens the IDE, the workspace shows up but doesn't have a target attached.  He then right clicks on the workspace and chooses Add Target and chooses the target, the program closes without showing an error.  And the target does not appear on the workspace when the IDE is reopened.

We have tried uninstalling and reinstalling the IDE.

I was wondering if anyone here would be able to give us some advice on getting this to work?
