Resolved Powerbuilder 22 IDE in system tray but not started

I am running Powerbuilder 22.  I was developing and everything was good enough.  My application running in debugger hung and 'crashed', as in it shut down.  This happens every now and again.  After this, when I try to bring up the IDE, the license screen comes up and goes away as it does when the license is valid.   The Powerbuilder icon shows up in the system tray, but I cannot bring it up to use it.  I bring it up empty, as in there is no workspace loaded yet.    If I start it as 'run as admin', it comes up just fine and works.  But, we use the GIT repository and since it was loaded as a regular user, the admin Powerbuilder startup does not recognize it.

I was thinking maybe a policy change on my network has blocked something.  I look in the event viewer and I see the entry below.  It went from working and then 5 minutes later does not work.
