Page Break with Newspaper Column

I'm trying to create a report using a DataWindow that has four newspaper columns. This report also needs to page break by group. Problem is, the page break only moves to the next newspaper column, rather than moving to the next page.

As a workaround, I tried moving the newspaper columns into an embedded DataWindow, still keeping the page break in the main DataWindow. This almost works - the page break is fixed, and I got the newspaper columns looking nice. The problem with this one is that when my report runs onto the next page (without a page break), the next page on the report only continues in the fourth newspaper column, leaving the first three empty.

Is there a way I can get the newspaper columns working properly with page breaks?
