New PB executable - not working with latest PBVM.dll of same version 25.1.0.6464

*Phenomenon:
I created a new Exe created with PB Runtime 25.1.0.6464 and it give  an error when running using the same version's PBVM.dll .

"Load library failed: dll name: pbvm.dll, runtime path: C:\xxx\PBVM.dll"

It does not work with the earlier version  25.1.0.6430

But it does work without error if the PBVM.dll is from the 25.0.0.3711 build = the build before 2025 R2

*Reproduce Steps:
Build an app.exe in 25.1.0.6464  and see if it works with this same 25.1.0.6464 runtime VM.

Remarks:
I know it seems like the EXE is a 25.0.0.3711 exe but I checked and rebuilt a few times.

I wonder if R2 6464 needs an extra file or two.
The app is very old and only tweaked a few time - now it's just to get it migrate it off of PB 2017.
Worked in PB 2025 R1 but not R2.
