Joint management of user licenses

I am the 3PSW license coordinator for my organization - I purchase licenses, but I do not personally use PowerBuilder.

Recently, one of our developers experienced a situation where they needed me to go through the Appeon License portal and "log out" for them, so they could again login to the PowerBuilder IDE.  For whatever reason, they did not have a way to do that themselves through the portal.

Is there something I need to do, to give users permission to logout through the portal?

When I go on vacation, is there some way I can delegate that authority to another person, without having to create an Enterprise Account?
