Issue with upgrade to V2022 R3 3397

Background
This all started yesterday when I tried to run an application that was working last week (and had been working since November) running 2022 R3 3289. When I invoked the application from the URL, the Cloud App Launcher would never launch. I put a ticket in and was told to upgrade to 3397. Today I did that. I changed my deployment project to use 3397 as the cloud app
and also have the runtime set in the project to 3397
Here is the error message I'm getting.

2025-02-19 18:55:23.583 ERROR [37820] The runtime version in the manifest.json file does not match the version configured in AppConfig.
2025-02-19 18:55:23.583 INFO [37820] The config file https://dev.lottracking.basf.net:443/CloudAppPublisher/runtime/22.2.0.3289/x64/manifest.json is downloaded successfully.
Where is this reference to 3289 coming from? Yes, I have 3289 still defined on the server along with others, but that should not make a difference. Why is the application wanting to use this?
This is very frustrating. I'm not 100% sure that I should have upgraded but being the application simply stopped working, I had no choice
