This isn't really a question, just a resolution that might help someone else. Apparently the current version of Microsoft Defender and the PowerBuilder 2025 Build 3711 compiler don't play together very well. When doing a full build or trying to compile an EXE, if you get a pretty useless error saying something like a general exception occurred and the compilation failed, after your mild heart attack, try excluding the PBCC.exe from Microsoft Defender's bad attitude.
In PowerShell (run as administrator) execute the following:
Add-MpPreference -ExclusionProcess "C:\PB2026\PowerBuilder\pbcc.exe" (of course your path might be different).
Chat GPT is not very complimentary of the PowerBuilder compiler causing this to be necessary:
Why Defender breaks PBCC specifically
pbcc.exe loads .NET 4.x
Defender tries to instrument it
pbcc.exe is not profiler-safe
.NET runtime throws 1022
PBCC crashes instead of handling it
This is a known Appeon + Defender interaction (not well documented publicly).
