Export to Excel12 in PB2025, file not created

After migrating my program to PB 2025 I was notified by a user that the Excel export (to XLSX) no longer worked.  Export to Excel XLS still works. There are no errors.  The program thinks it is creating a file, but nothing is there.  I've looked at all of the advice for similar issues in the Q&A and also cross referenced the Runtime/Deployment page (PowerBuilder runtime files - - Application Techniques) but I still can't figure out which files are missing to make this work.  I had to find an older copy of the Sybase.PowerBuilder.DataWindow.Excel12.dll file and I put that in the program folder too.  All files are in the same folder.  The export works fine from PowerBuilder development, but when running the EXE it doesn't work.  The PC has both .NET 6 and .NET 8 on it.  I am using the lastest PB 2025, build 3711.  Any ideas what I'm missing?
