Evergreen Runtime URL Prompt

We are using the "Always use the Evergreen Runtime at the client" option for distributing the WebView2 Runtime. 

It was our understanding that if not installed, PowerBuilder would be prompted as such with the URL to provide further direction.

This option is selected by default. When this option is selected, the Evergreen Runtime that is automatically installed and updated on Windows will be used. If the client has no Evergreen Runtime installed, the client will be prompted to install the Evergreen Runtime from the URL specified in the "WebView2 Runtime Download URL" field.

Our value of the "WebView2 Runtime Download URL" field is https://developer.microsoft.com/en-us/microsoft-edge/webview2/, but when the client is prompted the message just says "WebView2 Runtime not installed" and no reference to the URL

We have both runtime files distributed (pbwebbrowser.dll & webbrowserapi.tlb).

We are currently using PB 2022 R3 Build 3452. How do I get the message to be included the URL?
