Deployed exe will not start or open main window

I created a 32 bit project object for my target and ran the deployment to create an exe file.  I attempted to run the resulting exe file but when I do, nothing happens.  There is no error message of any sort and the exe file does not appear to be running in the Windows Task Manager.  I even created a messagebox in the application open event to see if that would produce anything but again, nothing shows when I try to start the exe file. I have the path environment vars set to the appropriate Powerbuilder 2025 build 6430. The app runs fine in the IDE but not as a deployed exe.  However, if I deploy as a P-code project, the exe runs fine.  What could I be having an issue with?
