Resolved Cannot start PB/IM 2019

I have PB/IM 2019 Build 2170. We have a tool app that still uses it, we haven't gotten around to migrating to PB 2022.
On 5/13 I was using it. Now when I double-click the shortcut, nothing happens. If I try running as admin, I get a system message:

This app has been blocked for your protection.
An administrator has blocked you from running this app. For more information, contact the administrator.
I'm not the only person having this issue. I have PB 2022 and 2025 installed and they run okay. Is there something possible blocking from Appeon's end? Is the license URL different?
