Resolved Cannot migrate from v2019 to v2022 R3

We are trying to migrate our application from v2019 to V2022 and it's just not working.  This is an old app (circa late 90's) and we've been through many previous migrations without issue.  I did try runnning the migration assistant beforehand (no issues there), then I did a full rebuld. then tried to migrate.  I'm not getting any obvious errors but I cannot open many of the objects. For example, in the application object it says "Create of <app name> failed.  Possible causes:

  1. Object does not exist
  2. Its ancestor has been deleted (its ancestor is application so nothing there)
  3.  An object it references has been deleted
  4. Object was created in a new version of Powerbuilder (we don't have anything past 2022)

When I try to open on of our co-tabs, I get "Cannot find data type dw_bene_tab1 at line 4 in create event of object <object name>.  dw_bene_tab1 is a datawindow placed on this co-tab.  That's not the source dw.  After clicking OK in that message, I get messages like the ones above for the application object.

I can open datawindows and non-visual user objects.

Any help would be greatly appreciated!
