Browser Control Popping up Downloads Window when Navigating a File

PB 2025

My application has a Documents tab which utilizes the WebBrowser Control to show files using the Navigate() command.  I recently converted to PB 2025 from PB 2022 and have noticed an oddity I cannot seem to fix. When the user clicks on a row I get the blob from the database and create the file in the users AppData temp directory (ie. C:\Users\chrisc\AppData\Local\Temp\Famous\Documents\Preview_5639440.srw) then fire the Navigate on that.  Certain files will show but others will popup the 'Downloads' window instead.  If the file is HTML, PDF, SQL, XML, TXT, PDF (and others) then it won't popup.  This did not happen when the browser was CEF.  Does anyone know why this might be happening? 

I have attached a print screen to show what it does.  I have clicked on 2 rows (one file was an SRW and the other was an MSG) and each time the Downloads window will popup. The 'Confirmation' one showing is a PDF which works properly.  Why is it trying to download these files even though I specified the full path of the file?
