App wont open through web URL

I have had this application running for a while.  It is containerized using Docker/Kubernetes.  I needed to look at something this morning and used the URL to start the application.  I got the standard blue screen to start the application or download the Launcher.  The launcher has already been installed so I clicked the Start Application button (I usually dont have to). but it does nothing.  I have uninstalled the launcher and re-installed it to no avail.

It was just working last week and nothing has changed.

I looked for my desktop shortcut but dont see it.  At what point does this get created?  

I contacted the docker server manager and they said everything looks OK on their end.  What else should I try?
