If I want to move out of on premise architecture and choose cloud, which cloud is better compatible with powerserver? currently, we use oracle on premise and would like to check if oracle cloud database is a better one?

Any cloud that can run a .NET app is compatible with PowerServer, which is basically any credible cloud company... Microsoft, Amazon, Oracle, Google, etc.  

As Mike suggested, I would more focus on which cloud vendor is within your budget and which vendor you think offers a better service.

IMO, you would only want to choose oracle cloud if you are hosting powerserver in the cloud as well.   if you will be putting powerserver in the cloud you want to look at costs of oracle cloud (i assume they handle adminstration for upgrades, backups etc) vs running it yourself in a vm.

 

other than that, oracle cloud should work the same as regular oracle in terms of database drivers - but verify with oracle.
