Power BI is a business analytics service provided by Microsoft. 

Cynthia:

Can you tell us how are you connecting to Power BI? Or are you just updating data to your Database directly?

I would recommend, first of all, dealing with the PDF-to-text and then sending to Power BI. You can try out iText, JPedal or http://www.asppdf.com/manual_09.html as Marco and Roland suggested. 

Then you can check if Power BI has developed some OCX to integrate into your application. Or you can try this out: http://community.powerbi.com/t5/Developer/Is-it-possible-to-Embedded-Powers-BI-Reports-into-a-WinForms/m-p/57696#M1813 (Adding a web application to your PowerBuilder program).

Unfortunatelly I don't have a Power BI installation now, but I think I remember embedding some reports into PowerBuilder some time ago. I hope this helps.

I'm guessing 'Power BI' is just a poorly typed version of PowerBuilder.
