I just checked it out and yes, the Suite appears to include some cool controls and APPEARS to be free. You get a 1 year license, and then when it runs out you just ask for another 1 year license.

In the dialog box you get after clicking on the REQUEST FREE EDITION button:

"Requesting a license for the free edition will overwrite any other 

license you have already generated, including a trial license and

developer license.

The Free Edition license will be active for 1 year. At that point you

can simply request another Free Edition license to continue using it."

I believe that's an EXE to demonstrate Bard's way cool objects. 
The objects themselves are given on a Trial basis.
Here's the PBUS Key Manager:

Basically it has three options: 1) Request Free Edition, 2) Request Trial Key, and 3) Request Production Key.

BTW: This package is offered as an annual license, but I believe it can be purchased outright, as well.
