I guess you are trying out trial of the PowerServer. In addition to installing PowerBuilder 2017, you need to make sure you install the PowerServer Toolkit (this will appear as a toolbar in the PB IDE) and install the PowerServer itself to IIS. Of course, before you install PowerServer to IIS you need to properly install and configure. Please read the documentation carefully and follow each step - if you miss a step it won't work.
Couple troubleshooting steps to keep in mind:
1. If http://localhost doesn't display the IIS welcome page then most like your IIS is not installed or at least not configured properly
2. If http://localhost/AEM doesn't display the AEM welcome page then either you did not install PowerServer or your IIS is not configured properly with the .NET components PowerServer needs (this is covered in the documentation)

I logged in AEM, set proxy parameters, but couldn't establish internet connection when I activated PowerServer.
Failed to log in. Please make sure a valid online license is assigned to the account. Error code: 116, error message: No network connection.
I think my proxy settings don't work at all.

Go back over the instructions, starting from scratch, and re-set them. Then reboot and verify that IIS is up and running.
THEN start playing with PowerBuilder.
