PowerClient How to make the launcher download all the objects of my application from the first time

I have a powerbuilder 2022 R3 Build 3397 application that contains sixty-one pbl files. I compile the application with powerclient and it works fine while the Laragon Apache server is up, but if I stop the Apache service, the application throws an error if I try to open a window that I had not used when the Apache server was up. Is there a way to download all the files and make my entire application available on the client when I install and I run my application for the first time using the launcher.
