There are multiple ways to achieve this:

• You can use ActiveX/OCX controls (for example: https://www.tec-it.com/es/software/selection/barcode-activex-ocx/default.aspx)
• You could use a COM object (for example: https://www.barcoderesource.com/powerbuilderbarcode.shtml or http://www.topwizprogramming.com/freecode_usps4cb.html or https://www.barcode-soft.com/barcode-powerbuilder.aspx)
• You can use SDK calls (for example: https://www.tec-it.com/en/software/barcode-software/tbarcode/overview/Default.aspx)
• You can use Web API services (RESTClient or HTTPClient)
• You can load website services that offer this functionality (WebBrowser control) (for example: https://barcode.tec-it.com/en/QRCode?data=This%20is%20a%20QR%20Code%20by%20TEC-IT)
• You can natively call .NET dlls or assemblies (PowerBuilder 2019 R2 and above)

But you might want to update to the latest version of PowerBuilder first to get the best features available now.
