I am upgrading to PS 2022 from PS2019 can I install a PS2022 app to a server that has the PS 2019 app on it without interfering with current operation?

Yes, you should be able to deploy both to same IIS server but some of the IIS configurations are different so you should create a different website under the IIS server with another port # for the PS 2022 app.
