I created an article named "SVN with PowerBuilder - Single User.pdf" that describes the solution to this issue; it is available in the ARTICLES section.

~~~~~~~~~~~~~~~~~~~~~~~~~~
Summary:  I cannot seem to be able to connect the PB Workspace SCC Properties with SVN, using Tortoise.
Details:  Here are the steps I have taken.
Windows 7, 32-bit o/s
PBv12.1, build 7055
I followed the instructions on this page to integrate SVN with my PowerBuilder code:
    https://power2build.wordpress.com/2014/08/15/powerbuilder-and-svn-2/
1.    I have installed SlikSVN.
The code resides in “C:\Program Files\SlikSvn”
SlikSVB shows up in the Control Panel in the “Programs and Features” window.
The svn.exe file resides in “C:\Program Files\SlikSvn\bin”.
The last entry in the PATH variable is “C:\Program Files\SlikSvn\bin”.
2.    I have installed TortoiseSVN v1.9.7.27907 (32 bit).
The code resides in “C:\Program Files\TortoiseSVN”
TortoiseSVN  shows up in the Control Panel in the “Programs and Features” window.
The TortoiseProc.exe resides in "C:\Program Files\TortoiseSVN\Bin"
The entry in the Start Menu is:
    "C:\Program Files\TortoiseSVN\Bin\TortoiseProc.exe" /command:rtfm
3.    I have installed the PBSCC proxy
The code resides in "C:\Program Files\TortoiseSVN\”
PBSCC  shows up in the Control Panel in the “Programs and Features” window.
PbSccDel.exe resides in “C:\Program Files\TortoiseSVN”.
Pbscc.dll and pbscc_expat.dll – reside in “C:\Program Files\TortoiseSVN\bin”.
The three installations for SVN source control with PowerBuilder
4.    The code to be put under source control is under the “C:\APPS12\build12\compile” directory:
5.    Using Tortoise, I created a repository in “M:\Dev PB12\Source Control\Subversion\ICABS4_4_Repository
6.    Next, I opened the Tortoise RepoBrowser and created my two  projects:
7.    Then I attempt to set up the PB IDE Workplace properties for Source Control.
In the PROJECT field, I navigate to my new project folder on the M drive:
    M:\Dev PB12\Source Control\Subversion\ICABS4_4_Repository
And I immediately get the following error:
SVN.exe exists on my computer
The PATH is correct.
I try the cmd line test specified in the error msg.
And I get:
8.    Based on the error message above, I create a WORKING repository:
a)    When I add the folders, Tortoise automatically adds the PBLs:
Here is the folder of the new working repository
9.    I go back to the PB Workspace properties and try again to establish SCC connections, pointing the PROJECT to the SVN_WORK_REPOSITORY:
“C:\APPS12\SVN_Work_Repository”.
When I select that folder I get the same  error:
At this point I've no idea how to proceed.
HELP!!!
Thank You,
Olan
To use SVN in PowerBuilder I think you should use the following versions:
TortoiseSVN-1.6.16.21511-x64-svn-1.6.17.msi
pbsccsetup_2.01.80.zip
Higher versions are problematic.
I found the "TortoiseSVN-1.6.16.21511-win32-svn-1.6.17.msi" file.
I ALSO found a zip file online with the following contents:
I've no idea what to do with these PBDs!
Do you have and/or use these PBDs in your setup?
Thanks,
Olan
First of all, I've only used it for development. I was also informed that higher versions of this one do not work with PowerBuilder
According to the instructions I received, the installation had to be carried out in the following order:
SVN:
  1º) Slik-Subversion-1.6.16-x64.msi
TortoiseSVN:
  2º) TortoiseSVN-1.6.16.21511-x64-svn-1.6.17.msi
Plugin Powerbuilder (pbscc-proxy):
  3º) pbsccsetup_2.01.80.zip
I'm sorry I can't help you any more, but I hope you'll work it out.
I hope this helps you too:
