Yes I did update silentinstall.bat to set AgreeToAppeonLicense=True

Correct it's an non IDE machine, and my goal is sliently download/install PB runtime, PB utilities

I'm following the documentation link you sent, but I'm getting error 

Did you read the message in the screenshot you provided and follow the instructions?  It says you need to execute command SET AgreeToAppeonLicense=True

Also, in order to use the PBAutoBuild external compiler on a non-PB IDE machine, you will need to install the PowerBuilder Runtime 2022
