You should use PowerBuilderInstaller to download the runtimes that you want. In the main screen select Download Offline Installer.
This will bring you to another window where you will be able to choose which runtimes to download.
Select all those you need. In the Download LocationTab, you can uncheck the option to automatically delete install packages. You can also set the location where you want to store all files downloaded.
The PowerBuilderInstaller automatically will download all component you selected. They will be saved to C:\ProgramData\Appeon\InstallPackages\cache (or the path you selected).
When download is complete all packages are extracted from C:\ProgramData\Appeon\InstallPackages\cache to C:\ProgramData\Appeon\InstallPackages (if you didn't change the path, otherwise to the path you set) in appropriate subfolder based on PB Version they refer to. There you can find the full installer.
If you choose not to delete contents from cache, then runtimes can be found in C:\ProgramData\Appeon\InstallPackages\cache\PowerBuilder (or the path you set). EBF 1311 is also available during this procedure.
You can use those zip filew to install the runtimes to any pc... You can also find each setup to the appropriate folder under C:\ProgramData\Appeon\InstallPackages (or the path you set in PowerBuilderInstaller).

SOLUTION:
Run: "Appeon PowerBuilder Installer", click on [Modified] of the version we have installed. Tab [Components] and select the Runtime you want to install.
After finishing we will be able to select the new Runtime in the IDE.
There is no simple solution, it seems that it is necessary to have a developer installation system by Appeon.

I cannot try myself now, not on Windows, but I guess it'll be some entries in the windows Registry or maybe PB.INI. See if you can find the ones that you do see.
